It always surprises me when prospects ask for rates so low, there is no way anyone could be successful. Not the programmer, the vendor and ultimately, not the client using the offshore resources.
“Hey, it doesn’t hurt to ask!” Actually I think it does. It shows a lack of desire to have a mutually beneficial business relationship. Looking for a win-lose relationship rather than win-win is just asking for trouble.
This all comes to mind after reading the article Working for Nothing in Line56. It switches the roles in a situation where an offshore company is trying to hire a representative in the U.S. for nothing.
